Emaar Community Management’s Emirates Living guidance explicitly says that redoing a swimming pool requires a home modification NOC through the community portal. This is a specific community example, not a statement that the same application applies to every Dubai villa.
Dubai Municipality’s technical guideline directory includes guidance on swimming pool plan approval and private swimming pool safety. The appointed specialist should establish which current requirements apply to the proposed installation.
